From 22 to 23 May 2019 was held at the hotel Petit Bateau, the workshop of restitution of the study on the evaluation of the unit costs of training in the public university studies and the public technical and professional education in Guinea. The workshop was organized by the BOCEJ. It was attended by the team of consultants and resource persons from the two ministries involved in the study. These include teachers of public higher education, heads of institutions and the Ministry of Public Higher Education, resource persons from the Ministry of Technical and Vocational Education.

Dr. Yaya KY presented the methodology for calculating unit costs that has been applied to university studies programs grouped into 5 streams (Social Sciences, Exact Sciences, Medical Sciences, Literature and Engineering). The results show that the unit cost of training in a commodity chain ranges from 22.7 million GNF (US $ 2500) to 39.4 million GNF (US $ 4500).

The same methodology has been applied to the technical education and vocational training programs which are grouped into 8 sectors (Agriculture, Civil Engineering, including Electricity and Mechanics, Computer Science, Industry Trades, Food Services, Tourism and other occupations). services, Health, Social Sciences, Transport). The unit cost of a chain (3 years of training) varies between 10.4 million GNF (US $ 1200) to 11.7 million GNF (US $ 1300).

In addition to calculating the unit cost, criteria have been proposed for awarding scholarships in university studies. These criteria relate to the merit dimension, the social dimension,  and the strategic dimension. The last part of the report proposed innovative sources of funding for university studies and technical and vocational education. The simulations carried out on four sources of innovative financing show that Guinea can increase the budget of university studies by 50% or even 60% of the current budget if it uses innovative sources of financing.
